When the Ministry of Public Works commissioned the architect Ladislav Machon to carry out the construction, the difficulties continued: the project documentation, which he had to perform as much as possible, was not complete; he was under the responsibility of three ministries, which tried to create representative buildings of the new state and significantly save the cost at the same time, and he faced pressure from the law faculty itself. Machon took on a complicated and responsible task: to carry out the inherited work as accurately as possible, while at the same time putting back his own architectural feelings. ER
